Özet:

The right to vote, which is one of the important elements of representative democracy, is a fundamental right within the political rights recognised to citizens. As stated in many international conventions, citizens have the right and authority to vote in elections held in certain periods, in which the will of the electorate is protected and the principles of universal, equal and secret ballot are applied. Since citizenship expresses the legal and political bond between the individual and the state, it is considered natural that the right to vote is granted to citizens. The 1982 Constitution has also regulated being a citizen among the conditions for the right to vote and has also stipulated that measures applicable by law should be determined in order to enable Turkish citizens abroad to vote. Law No. 298 on Basic Provisions of Elections and Voter Registers established an overseas voter register containing the information of Turkish citizens living abroad. Turkish citizens living abroad exercised their right to vote for the first time in the parliamentary elections held in 1987. However, discussions on the subject continue. Especially before the parliamentary and presidential elections held on 14 and 28 May 2023, there were more intense discussions on voters abroad.
