Özet:

Individuals, corporations, organizations and states experience the process of globalization, with its positive or negative aspects. They utilize technologies that enable globalization, joining the global production network and adopting a global consumer culture. Global politics also influence them, leading to global connections and a global consciousness. It is claimed, however, that globalization is blamed for the socioeconomic, sociocultural and sociopolitical crises and clashes today. And the concepts and processes of deglobalization andor reglobalization are proposed alternatively. Deglobalization and reglobalization are new phenomena within that some dynamics mould the global system, such as global economic crisis which erupted in 2008, Covid-19 pandemic and its economic and political impacts, Trump administrations economic policies, and so on. Therefore, it is challenging to discuss an extensive literature on deglobalization and reglobalization within this limited timeframe. Even the Turkish literature on these concepts is more limited. In this context, this study aims to explain the concepts of deglobalization and reglobalization that describe new global processes and to contribute to the literature in Turkish. The study employs a qualitative methodology to provide a philosophical assessment of these concepts. As a result of this study, because these new global processes emphasize the need for a normative structure, it is recommended that developing or underdeveloped countries, in particular, establish global relations without breaking away from their effective national policies.
