Özet:

The exile experienced by Ahıska Turks in the Union of Soviet Socialist Republics USSR in 1944 and the following process are some of the leading research topics in the context of the Turkic World. The fact that Ahıska exile has been on the academic and political agenda as a human rights issue for a long time and that the discussions on this issue continue is the central problem of this study. At this point, it should be noted that studies in the post-Cold War period have focused on returning to Ahıska. In light of the background and problem mentioned above, the following were determined as the studys research questions: How can concepts such as Ahıska region and Ahıska Turks be concretized? How did the Ahıska exile occur, and what kind of political and social developments did it lead to? In which countries do Ahıska Turks live today? What can be mentioned as the main problems experienced in returning Ahıska Turks? and Which states are at the forefront in the return process, and how does the international community approach the event? The research questions were addressed using qualitative research methods such as literature review and document analysis. The main conclusions reached are that Ahıska is a region extending along the Turkish border in southwest Georgia. Ahıska Turks are a community consisting of Kipchaks, Turkmens from the Oghuz tribes KarapapaksTerekemes, Turks from Anatolia, and a minimal number of Turkified Georgians. Ahıska Turks, who were exiled under inhumane conditions during the USSR period, suffered many losses and were settled in Kazakhstan, Kyrgyzstan, and Uzbekistan. With the end of the Cold War, some Ahıska Turks migrated to countries such as the United States, Türkiye, Azerbaijan, and Ukraine. The Ahıska Turks demands to return to their homeland have not been resolved due to the passive attitude of the Georgian State and the process management that constantly produces uncertainties. Türkiye is the leading country that shows close interest in Ahıska Turks. Azerbaijan is another state that has taken the initiative to solve this problem. On the one hand, Türkiye is engaged in diplomatic activities to solve the process. On the other hand, it offers settlement opportunities to Ahıska Turks who cannot return to their homeland. More than 100 thousand Ahıska Turks have become citizens of Türkiye since 1992. In the meantime, the international community, especially the Council of Europe, is also involved in the return process. The effective operation of the control mechanisms by the Council of Europe regarding the decisions taken regarding the process could provide a way out for the problems solution.
