Özet:

Transportation systems are an essential element that improves economic activities. Therefore, countries specialize in developing transport systems to ensure social and economic development. After World War II, road transportation was consciously preferred in Turkey. In the transportation policies implemented since 1960, when planned development began, the share allocated from the budget and investments to the highway has been higher than other types of transportation. Thus, the percentage of the highway in passenger and freight transportation has gradually increased and has become the main transportation element of the country. The targets and studies put forward in road transportation have shown systematic differences, which have been reflected in the development plans. In this study, the developments in road transportation were examined in specific periods from the perspective of eleven different development plans, the first of which was put into practice in 1963. As a result of the research, while the development of the highway infrastructure in the first period was aimed, importance was given to highway projects on local and national scales in the following periods. Although these road-based transportation policies have some economic and social benefits, they also have some financial consequences for a country like Turkey, which depends on foreign countries for energy.
