Özet:

In the post-independence period, despite the change of government has been the main target, the most important element of foreign policy as a solution to the Karabakh conflict is the main foreign policy of Azerbaijan. To put an end to the occupation of Nagorno-Karabakh and effort to return the refugees back to their homelands is also one of the main tasks of foreign policy and its implementation has been declared. Over the time, this target in the domestic politics which influence the foreign policy has brought the system to change. In order to solve the Karabakh problem Muttalibov conducting the foreign policy towards Russia, Elchibey toward Turkey and the West has turned its attention. Because of the division of the country to come to the brink of the Heydar Aliyev and Ilham Aliyev, "Politics of Balance" was preferred to walk. As a Result of this policy and to start the developments in the Karabakh problem has a direct effect.
