Özet:

The Sovereign until the first quarter of the 20th century, was at the top of the Turkish administrative system. Its governmental style, attitude, knowledge and relationship with other administrators also determine the states administration style. The rulers influence in society, particularly as he took on a religious aspect, increased. His acceptance as caliph and his position as the final decision-making authority allowed him to become the person responsible for events. While some of the thinkers of the modernization process are in favor of the sovereign or caliph, others say that it is not necessary. By giving the definition of the sovereign, the thinkers pointed out that his existence is beneficial for the society. Thinkers who argued that the form of government should change with modernization stated that this position had lost its influence and that the position in question was also open to debate. For this reason, they pointed out that the caliph or the sovereign would create problems in the process of keeping up with the modern world. In the study, the perception of governance from the perspective of the ruler or caliph is philosophically based in the light of the views put forward by the Turkish thinkers of the modernization period.

Hükümdar XX. yüzyılın ilk çeyreğine kadar Türk yönetim sisteminin en tepe noktasında yer almaktadır. Onun idare şekli, tavrı, bilgisi ve diğer yöneticilerle olan ilişkisi aynı zamanda devletin yönetim şeklini belirlemektedir. Modernleşme sürecinde Türk düşünürlerinin bazısı hükümdar veya halifeden yanayken, bazısıysa buna gerek olmadığını söylemektedir. Düşünürler hükümdarın tanımını vererek onun varlığının toplum için yararlı olduğuna işaret etmişlerdir. Modernleşmeyle birlikte yönetim şeklinin de değişmesi gerektiğini öne süren düşünürler bu makamın etkisi kalmadığını belirtmişlerdir. Halife veya hükümdarın modern dünyaya ayak uydurma sürecinde sorunlar yaratacağına işaret etmişlerdir. Çalışmada modernleşme döneminin düşünürlerinin ileri sürdüğü görüşler ışığında hükümdar veya halife açısından yönetim algısı felsefi olarak temellendirilmektedir.
