Özet:

In this article, the city of Kütahya will be examined in terms of administrative-military, legal and spatial aspects in the light of the information given by Evliya Çelebi. The concrete and quantitative data given by Evliya Çelebi not only reveal the place of the city of Kütahya in the administrative structure, but also make it easier for us to imagine its size in terms of space. Our study will focus on these two points. Evliya Çelebi also grades the city of Kütahya in terms of administration. Accordingly, Kütahya the sultans two representatives in the provinces in the military-administrative and judicial spheres, were individuals who had reached the highest level of their careers. The bey, who is the military administrative representative of the Sultan, is the beylerbeyi with the title of vizier. The qadi, who is the representative of the sultan in the field of justice, is also in the office of mevlevi. All this allows us to get an idea of the administrative and spatial size of Kütahya. Evliya Çelebi traveled the city of Kütahya step by step. This article will draw attention to Evliya Çelebis use of the step as a criterion for determining the size of a place.Evliya Çelebi also noted the architectural structures with open spaces outside the city. According to his steps it is possible to make a comparison about the size of cities and especially castles. Among the cities he steps into, there is Kütahya. According to Evliya Çelebi, Kütahya is larger than many cities in Anatolia. In our study, we will categorize the information provided by Evliya Çelebi according to our own plan and evaluate the administrative and spatial aspects of Kütahya. We will analyze the administrative size of the city through the rulers and the spatial size of the city through the steps.
