Özet:

To guarantee productivity in the police forces, an efficient education system is crucial. With its modern institutional structure maintained, the requirement for education in Turkish Police Service was first met by the practices that were developed during the reign of the Ottoman Empire. Due to the fact that these practices were inadequate for the empire to achieve certain goals of modernization and the praxis developed for institutional design, training schools, which were essential for police training, became a major priority. Within this framework, the first police school was opened in Salonica in 1907. The advantages gained by the first police school that went into action made it possible for the educational policies of the police force based on training schools to be developed in the historical process, which has been touched upon in this study.

In this study, the educational history of Turkish police force has been analyzed in three stages, including the process from the establishment of the police service to Ataturk's era. Within the scope of the analysis, the establishment of Turkish Police Service, the police schools opened during the reign of the Ottoman Empire and the new police academies that represent the insights regarding police training during Ataturk's rule have been evaluated with an emphasis on the basics of the education system of Turkish police force and its development process. Literature review has been widely used, and academic books, articles, theses and internet resources on the subject have been consulted. The historical process which has been analyzed in this study aims to determine on which grounds police training emerged and represent success rate of educational policies. The policies of police training, which were initiated to be developed in 1845, have been reported to provide successful outcomes in terms of internal security forces.

Emniyet hizmetlerinde verimliliği sağlamanın temelini etkin bir eğitim sistemi oluşturmaktadır. Modern kurumsal yapısının oluşturulmasıyla birlikte Türk Polis Teşkilatında ortaya çıkan eğitim ihtiyacı ilk olarak Osmanlı Devleti döneminde geliştirilen uygulamalarla giderilmeye çalışılmıştır. Devletin modernleşme hedefleri ve kurumsal dizayn çalışmaları karşısında yetersiz kalan bu uygulamalar, polis eğitiminin temelini oluşturan mesleki okulların açılmasını zorunlu hale getirmiştir. Bu kapsamda, 1907 yılında Selanik vilayetinde ilk polis okulu açılmıştır. Faaliyete geçen ilk polis okulunun sağladığı faydalar, çalışmamıza konu olan tarihi süreç içerisinde polis eğitim politikalarının mesleki okullar temelinde geliştirilmesini sağlamıştır.

Çalışmamızda polis teşkilatının kurulmasından Atatürk dönemi sonuna kadar geçen süreçte, Türk polis eğitim tarihi 3 aşamada incelenmiştir. İncelememiz kapsamında Türk polis eğitim sisteminin temelleri ile gelişim süreci irdelenerek polis teşkilatının kuruluşu, Osmanlı Devleti dönemi polis mektepleri ve Atatürk Dönemi polis eğitimi anlayışını yansıtan yeni polis okulları değerlendirilmiştir. Araştırma sürecinde literatür taraması yapılarak konu ile ilgili bilimsel kitap, makale, tez ve internet kaynaklarından yararlanılmıştır. İncelediğimiz tarihi süreç içerisinde polis eğitiminin hangi temellerde ortaya çıktığını saptamak ve uygulanan eğitim politikalarının başarı durumlarını yansıtmak amaçlanmıştır. 1845 yılı itibarıyla geliştirilen polis eğitim politikalarının iç güvenlik hizmetlerinde başarılı sonuçlar elde edilmesini sağladığı değerlendirilmektedir.
