Özet:

The election process is not just the sum of the activities of the Supreme Electoral Council, which is the main actor of the election, and the committees that are its auxiliary actors. In addition to the election boards, there are also election stakeholders who are involved in this process and perform important duties. The decisions taken by the boards working together with the Supreme Electoral Council in the context of election management are final and applicable decisions. However, it is not possible for all of these decisions to be implemented by the boards that made the decision. One of the election stakeholders involved in the implementation and execution of election management activities is the local administrators. Civil administrators, who are responsible for public order and security, play important roles in carrying out the process of fulfilling their duties and responsibilities regarding the management of elections and implementing the decisions taken, together with the Supreme Election Council and other units. They exercise various powers during the election process, albeit in a limited way and within a limited time period, and work in coordination with provincial and district election boards. By examining the duties, powers and responsibilities of civil administrators in the election process, in the context of the management of Turkish election practice, the study will contribute to the literature to some extent, considering the fact that there is no individual study in this field. Also, the study aims to reveal the role of local administrators within the scope of election management activities and their relations with other stakeholders by gathering the dispersed duties of the civil administration regarding elections with a legal regulation.
