Özet:

Studies and research have been conducted on culture in sub-disciplines of social sciences, from history to anthropology, from international relations to folklore, and theories and approaches have been developed. As in every period of political rupture or revolution, the pressure of industrialized powers, which started in the 17th century and took effect in the 18th century, directly affected the cultures of the societies exposed to this situation. In the historical process, the hegemony established by Western powers over weak societies and countries in relation to colonial activities since the 18th century has been built on the change and transformation of culture. In this regard, hegemony cannot be ignored in the construction processes of nation-states. This hard approach was replaced by soft power, which was developed in the following period. The new paradigm of the 21st century in diplomacy is soft power and cultural diplomacy. In cultural diplomacy, where soft power is used, relations and partnerships established by transferring national cultural elements to the international arena are considered one of the requirements of the new world order. From this perspective, cultural hegemony and cultural diplomacy, as an approach developed later, are important in making sense of interstate relations and therefore intercultural relations from past to present. In this study, it is aimed to raise awareness and draw the attention of field experts to this direction, based on the fact that the concepts and subjects in question have just begun to enter into Turkish Folklore studies. As one of the sub-problems of the study, in response to the changing and transforming cultural paradigms in the world, Turkish Folklore studies will be evaluated with a critical approach.
