Özet:

The Ottoman Empire went through many historical processes from its foundation to its collapse. With the conquest of the Balkan region, the Adriatic coast was reached and the Ottoman Empire maintained its dominance in these lands for a long time. The Ottoman Empire ruled for many years thanks to the systematic policies it implemented while establishing its presence in these lands. The formation of sanjaks, especially in the system of province allocation, was the most important tool in establishing its sovereignty. One of these sanjaks was Avlonya, an important port city within the borders of Albania, which forms the coastline of the Adriatic. Avlonya came under Ottoman rule in 1417. During the Ottoman rule, it was a sanjak under the Rumelia Province. Avlonya has a great importance as the first port of the Ottomans in the Adriatic. A shipyard was established here and became the epicenter of the Ottoman navy. This situation brought with it piracy and banditry, which was a social threat. This situation, which negatively affected the people and trade of Avlonia, was not left unpunished by the relevant authorities. The aim of this study is to provide information on what kind of banditry activities took place in Avlonya and what kind of punishments were given based on the 18th century Avlonya and the mühimme records of the century.
