Özet:

Although the USA is still the dominant force of the world order today a serious power change is taking place. The USA continues to lose power in Turkeys close geography as in other regions. In this context, the importance of regional powers such as Turkey is increasing and power gaps are being tried to be filled by these actors. In addition, the decrease in Russias regional influence and pressure capacity due to the Ukrainian war opens up space for new actors. Apart from Turkeys increasing material capacity, strong leadership, diplomacy and political initiatives have made Turkey more visible and effective. Turkeys policies in the Middle East and the Caucasus also contribute to Turkeys role as playmaker and influencer of the status quo in the region. The Organization of Turkish States in its current form which was initiated with the support of the former President of Kazakhstan Nur Sultan Nazarbayev can also be considered as a core of the establishment of a new order in the region. The most important threat to the organization is Russia, besides, the possibility of being perceived by other power centers as a competitor and a threat may reduce the development and influence of the organization. However, crises or problems that rival states such as Russia are likely to experience such as the Ukrainian war may make the organization more effective. Turkeys role of increasing cooperation and providing trust among the members of the organization may lead to the emergence of a new and possible power anchor or focus. Cultural, social, political and even military cooperation between member countries can turn the organization into a critical one. In the study, it has been concluded that Turkeys possibilities and capabilities can contribute significantly to the achievement of the aforementioned results thanks to its fundamentally unifying role, and this can make both the organization and Turkey stronger with a win-win approach.
