Özet:

The aim of this study is to analyse the legal dimension of the commercial, cultural and political relations to be established by the Republic of Tatarstan according to the constitution of the Russian Federation from a constitutional perspective and to determine the point where political, commercial and cultural relations between the Republic of Türkiye and the Republic of Tatarstan have evolved in recent years. While analysing all these issues, the contributions of the Kazan-Ankara line to Türkiye-Russia relations in regional and global crises will be tried to be determined. In our study, the Russian Constitution and the Constitution of Tatarstan are analysed to see on which legal basis the Republic of Tatarstan, a federated unit of the Russian Federation, relies when establishing political, cultural and commercial relations with foreign countries. While our study deals with political and cultural relations since 1992 to the present day, it includes import and export values for the years 2017-2023. In this study, customs and RU-Stat statistical data, reports of the Consulate General of the Republic of Türkiye in Kazan were analysed. The results of our research show that the pace of progress of Türkiye-Tatarstan relations in the economic, cultural and political spheres has slowed down.
