Özet:

The budget is an important document that reflects the financial, economic and social understanding of the government and governments. Budget negotiations are a process that is followed with interest in terms of providing information on the use of resources by the government, strengthening the responsibility of the government, and revealing the financial structure in a transparent manner. Since it coincided with the last period of the Democratic Party government, the 1959 budget negotiations have a different importance from the budget negotiations in previous years in terms of analyzing the current political atmosphere. In this study, it was tried to evaluate the developments in the 1959 budget negotiations in the Grand National Assembly of Turkey.
The statements or criticisms of the government and the opposition on the budget and the problems that are the subject of the budget were mentioned. Chief among the issues criticized by the opposition was the inadequacy of the budget resources and the resulting inflation issue. The government, on the other hand, stated that great things were done with the projects put forward, but that the opposition ignored it. Budget negotiations were closely followed by both the government and the opposition, as the income and expense accounts provide information on the domestic and foreign policy, economic and administrative affairs to be followed by the current government. During the budget negotiations, tensions rose from time to time between the deputies of the government and the opposition, and there were fierce debates. At what points did the opposition criticize the government in the study? and what are the responses of the government to these claims or criticisms. In the study, especially the copyright and research works, news about the subject in the local press of the period and the TBMM Record Journal were included. The 1959 budget negotiations, which started on February 20, were accepted on March 1, with 363 votes in favor and 151 against, with 1 abstention, after long discussions among 515 deputies in the Assembly.
