Özet:

When we look at the general history of Turkish-Greek relations, we can see that disagreements dominate, but the 1930-1950 periods are excluded from this. Relations developed between these years and remained free from problems. The reason for this atmosphere is that the perception of external threats came from the same place for both countries in general. The similarity in conditions also led to the formation of common policies. When we analyze the post-1950 Turkish-Greek relations, we see that the conditions bear the traces of the post-World War II conditions. Therefore, the established cooperation did not prevent the emergence of new problems. The emergence of the Cyprus problem in the 1950s caused tense relations between the two countries, which the US tried to prevent the most. Because the US, which did not want a rupture on the southern flank, could not agree to any situation that would benefit Moscow. The atmosphere of the 1960s led to the determination of Turkish-Greek relations on the basis of conflict and disagreement, problems that will continue to this day.In the 1960s, the impact of the Cyprus problem increased and many more problems were added to Turkish-Greek relations. In this period of softening international dynamics, the two countries in the Western bloc confronted each other over the Cyprus problem. Political and economic changes were observed in the domestic politics of both Turkey and Greece. Under the influence of economic aid from the US, both agricultural countries became capitalist. Politically, foreign policy has come to represent an area of increased public pressure. Especially the approaches of the governments in both countries to the Cyprus Problem are important at this point. From 1960 until the military operation in Cyprus, both countries experienced political turmoil with unstable coalitions and military coups. From this perspective, Turkey and Greece did not show much stability in their foreign policy decisions and experienced significant changes. Turkish-Greek relations developed with continuous foreign interventions until the 1974 Cyprus Military Operation, and the US, USSR, UN and the Non-Aligned Movement also participated in this problem. Since the years when the Cyprus Problem was addressed, very different qualities have shaped the relations. In this study, the strategic values of Cyprus for Turkey and Greece, the theses of Greece, the emergence of the Cyprus Problem and Turkeys turning the Cyprus issue into a state policy, the events that developed in Cyprus, the agreements and negotiations in Turkish-Greek relations within the Cyprus Problem, the events that prepared the Cyprus Peace Operation and the situation of both armies and the role of intelligence in Cyprus will be examined.
