Özet:

Sivas Congress, which has an important place in the process leading to the new Turkish state, is one of the developments that need to be examined with different approaches and aspects. Since the country was subjected to invasions and struggled with financial problems, some of the intellectuals of the period were of the opinion that the country could not fight such problems on its own and needed the guardianship guidance and protection of a great state. For this reason, issues such as receiving foreign aid without prejudice to the independence of the country, improving the economic situation and preserving the integrity of the country were among the issues discussed at the Sivas Congress. As a matter of fact, the mandate issue, which was occasionally brought up by the intellectuals of the period, was discussed and rejected at the Sivas Congress, but it was decided to accept the aid and support müzâheret of foreign states that respect Turkeys independence. With this decision, the mandate issue was resolved without alienating those who were pro-mandate and without alienating them from the national cause. This study evaluates the mandate issue discussed in the congress; the background and results of the issue in the light of the minutes of the Congress, the press of the period, memoirs and copyrighted works by examining different views on the issue.
