The city council aims to overcome the inadequacy of local governments, to identify the problems and needs of the people, and to offer solutions with an impartial approach. In addition, it is based on the creation of citizenship awareness, the protection of the rights and laws of the city, and participatory democracy. The aim of the study is to examine the conditions under which participatory democracy is implemented in the development of local governments closeness to the people and their relations with the ruler, and to what extent they can be applied at the point of policy diffusion. In a system where popular sovereignty continues to increase in many parts of the world, it is the most natural right for the people to be included in the administration.
