Özet:

Considering all the conditions we are in economic-social, the situation that the continuity and efficiency of local administration services should be examined from many perspectives emerges. First of all, it is of primary importance to ensure that the services are delivered in a qualified manner. When viewed from this perspective, it emerges as an important topic in terms of how the services are prepared, that is, the process and cost, as well as their qualities. In municipalities, especially the process management and in parallel with this, the inability to use the money correctly, that is, efficiently, can cause major problems in the medium and long term. Municipalities, which are subject to the audits of the Court of Accounts as a general audit, may encounter some problems that are difficult to fix as a result of audits and inspections if public resources cannot be performed efficiently, and sometimes investigations can be opened against those who carry out the aforementioned works and transactions. Exactly at this point, it is possible to use the process management more efficiently by using Building Information Modeling YBM - BIM, and in addition to this, the purchases of goods and services required for the provision of the said services are made, called direct procurement, up to a certain limit. It has been seen that by providing integration with BIM, these processes can be put into a more controllable mechanism. Within the scope of this study, the content of the mentioned direct procurement processes and the construction methods as these processes are still carried out were mentioned, information was given about the effects of BIM on the general process management, and the process and cost-based analysis capabilities of BIM were explained. In the last section, the integration of these two processes was made through a demo program, and the visuals of the integration were shared, and the comparative results of what could be achieved if the integration in question were applied with traditional methods were shared. With the comparative analyzes described in the conclusion section, it has been observed that the targeted results within the scope of the study have been achieved and the said study has reached the desired result.
