Osmanlı sınırlarına dahil edilmesinin ardından Rumeli Teşkilatı içinde yer alan Rodos kısa süre içinde oluşturulan Cezâyir-i Bahr-i Sefîd Eyaleti’nin bir parçası haline getirildi.
II. Abdülhamid devrindeki eğitim reformlarından Rodos da yararlanmış, ancak mevcut sorunlar tam manasıyla çözüme kavuşturulamamıştı. Müslümanların yaşadığı köylerde okulların yetersiz durumunu Cezâyir-i Bahr-i Sefîd Valisi sıfatıyla adayı teftişe çıkan İbrahim Bey’in yazdıklarından da anlaşılmaktadır.
Rodos’un tabi bitki örtüsünün korunmasına yönelik düşündüğü tedbirleri ilgili nezaretlere bildirmekle birlikte İbrahim Bey’in köylülere kulak asmayacaklarını bildiği halde yapabildiği tek şey nasihattir.
19. Yüzyılın sonlarında Rodos’ta Osmanlı Devleti’nin varlığına kamusal alanda işaret eden yapıların durumu pek de iç açıcı değildir. Yapıların genel durumu hakkında daha önce adaya sürgün edilen Osmanlı aydını Ebuzziya Tevfik Bey’le aynı kanıda olan Vali İbrahim Bey, devletin ihtişamının ve gücünün simgesi olan kamu binalarıyla birlikte güvenliği temin eden jandarma karakollarına gerekli düzenlemelerin yapılması gerektiğini bildirir.
Bu çalışmada amaçlanan Osmanlı yönetimine bağlı olduğu son çeyrek yüzyılda Rodos’un genel yapısıyla birlikte İbrahim Bey’in İtalyan işgalinin hemen öncesinde Rodos hakkındaki izlenimlerini değerlendirmektir.

With a rich history, Rhodes is located on the road between the Eastern Mediterranean basin, the Aegean Sea, and the Straits region. Due to its strategic importance, attempts of siege (?) were frequent in order to dominate. Rhodes, which remained under the Ottoman rule for a long time, played an important administrative role due to this strategic location. After being conquered, Rhodes soon became a part of the Rumeli Organization under the Cezâyir-i Bahr-i Sefîd Province. As the center of this province it was affected by the crises experienced by the state during the 19th century. Turks, Greeks and Jews inhabited the island since it came under Ottoman rule in 1522. While the Muslim population mostly preferred to live in the city of Rhodes, as in many regions of the Ottoman Empire, the general population density on the island was consisted of Greeks. Means of livelihood were mainly agriculture and trade whereas some of the islanders were farmworkers, carpenters, ranchmen, and construction workers. Those who could not earn their livelihoods had to migrate from the island permanently or for certain periods. Among the groups who temporarily migrated to Western Anatolia, were children. Most probably education of these children, who left for a short time period, was disrupted.
Namık Kemal Bey, who came to Rhodes as a governor, evaluates the population loss experienced from another perspective by arguing that the Muslim population was trying to escape from military service by converting Christianity and deserting the island. According to Namık Kemal, this is a problem of lack of education. Rhodes benefited from educational reforms during the reign of Abdülhamid II, however, the existing problems could not be solved completely. The inadequate/unsatisfactorycondition of the schools in the villages where Muslims lived was understood from the writings of İbrahim Bey, who examined the island as the Governor of Cezâyir-i Bahr-i Sefîd.
Governor İbrahim Bey prepared a report during his inspections covering not only the problems in the field of education, but also various other problems and deficiencies experienced by the islanders and sent it to the Ministry of Internal Affairs. The inspection trip, lasted 12 days between 25 March-5 April 1327 (M.7-18 April 1911). Governor İbrahim Bey tried to find remedies for the financial hardship of the people, the reasons of which he generally attributed to the ignorance of the people. He stressed that it was possible to eliminate ignorance through education. İbrahim Bey enlightened the people of the villages on a wide range of matters such as chemical fertilizers, irrigation, planting that would enable making profit, while he tried to improve the quality of education in schools.
During the inspection trip, İbrahim Bey was trying to protect the geographical structure of Rhodes as well as dealing with the problems of the people. The forests of Rhodes, which had been a natural wealth in the past, were getting smaller day by day. The reason for this deforestation was the prevalence of pine bark smuggling and the method of cutting or burning trees in order to open agricultural fields, which had been a common and unpreventable method in the Ottoman geography. He notified the relevant ministries on the measures he thought necessary for the protection of the natural vegetation of Rhodes. Ibrahim Bey could only give advice to the villagers, even though he knew they would not listen.
At the end of the 19th century, the condition of the public buildings that represented the imperial power in Rhodes was not very good. İbrahim Bey agreed with the Ottoman intellectual Ebuzziya Tevfik Bey, who was exiled to the island before, on the desolate condition of the buildings. Governor İbrahim Bey stated that the necessary arrangements should be made for the public buildings, which were the symbols of the state's splendor and power, and the gendarmerie stations that provided security.
The aim of this study is to evaluate the general structure of Rhodes and the impressions of Ibrahim Bey on Rhodes just before the Italian occupation in the last quarter of the century while she was under Ottoman rule.
